No-one is sure precisely what Calton Walk is heated by. There are no radiators - only vent in the floor that hot air occasionally comes out of, or not, on an arbitrary basis. Either way, I don't remember separately paying an electricity bill during my entire tenency, so they must have been covered by the landlord. Ergo, I wouldn't be able to tell if the cost has been supplanted, superceded or any other long piece of vocabulary to designate a change by comparison.
